Operational dashboard and reliability polish

The landing dashboard now adapts to each user's assigned systems, with a focused logistics overview for unit officers. Forms across the remaining modules are more resilient to temporary save failures, and account and support surfaces are clearer on both desktop and mobile.

All seven modules complete

The four remaining modules — Mobility, Document Routing, Contracts (CPMS), and Admin (OAS) — are now complete with their full legacy feature sets, and the platform-wide search and list performance work has landed. Every module of the integrated system now runs on the new platform.

Manage your own account

Every signed-in user can now manage their own account — update their name, rank, position, and mobile number, and change their own password (which signs them out on any other device). Administrators can create ready-to-use accounts and hand the sign-in details straight to a new user; email, PCG unit, and module access stay administrator-controlled.

v2.0.0 — Fleet Cards module goes live

The first full module lands on the rebuilt platform: Fleet Cards, migrated with its complete history — every card, consumption report, custodian link, and monthly compilation. Unit scoping is now enforced by the server (a Logistics Officer's session can only ever reach their own units' data, not just hide the rest), and outstanding custodian links issued from the old system keep working unchanged.

v2.0.0 — Rebuilt platform: shell & secure foundation

CG-4 Integrated Systems has been rebuilt from the ground up on a new, fully-owned cloud foundation — running at the edge, on an encrypted managed SQL database with content-addressed file storage — with server-enforced hierarchical access control and a complete audit trail from day one. This first beta brings the platform shell online. Every improvement from the v1.x series (listed below) carries forward into v2.0.0; the modules light up one by one through the beta, and the beta label is dropped at final rollout.

System-wide

  • New Accounts & Sign-in Your existing account and password carry over — sign in as before. New registrations are held behind an approval wall until an administrator grants access, so no account is active with permissions it was never given.
  • New Access Control A redesigned hierarchical role model (viewer → member → authorizer → admin, scoped per module, with organization-wide roles inheriting down) replaces the flat legacy powers. Every action is authorized on the server — never merely hidden in the interface.
  • New Security & Audit Passwords are protected with PBKDF2 (100,000 iterations, per-user salt); sessions use a random 256-bit token stored only as a hash; and every consequential action is written to a permanent, attributable audit log.
  • Improved Infrastructure Rebuilt on certified, encrypted cloud infrastructure with automatic backups and point-in-time recovery — faster from anywhere, with nothing to procure, install, or patch on-premise.
  • New Live updates New deployments are picked up automatically in open tabs — when a newer version goes live, the app updates itself (waiting until you're not mid-entry) so you're never stuck on a stale build.

Document Routing — control-number control, PDF attachments, type filter, and signatory name fix

A batch of Document Routing improvements from support tickets: setting a routing slip (control) number is now limited to Operations and Office Watch, you can attach and view PDFs when receiving a document, the tracking dashboard can be filtered by document type, and a signatory name on a report was corrected.

  • Improved Receive Document Only Operations and Office Watch personnel can now enter or override a routing slip (control) number. For everyone else the control number is still assigned automatically, keeping numbers consistent and controlled.
  • Improved Receive Document You can now attach a PDF (in addition to a photo/scan image) when receiving a document, and PDF attachments open right inside the document view.
  • New Document Tracking The document tracking dashboard now has a "Document Type" filter (Letter, DV, Memo, DF, RAD, and so on) next to the division filter, so you can narrow the list to a single type of document.
  • Fixed Reports Corrected the spelling of a "Prepared by" signatory name on the exported In/Out Summary report.

Fleet Cards — district-level review chain

Stations answer to their district, and the district answers to CG-4. Districts now review and approve their stations' compiled monthly reports right on the Consumption Reports page, the district's consolidated report becomes the month's closing act (it unlocks only after every station report is approved), and the CG-4 admin queues and compliance matrix work at district level — station cards roll up into their district's row.

Logistics Console

  • New Consumption Reports Districts can now approve or reject each station's compiled monthly report (PDF) directly from the station's row — expand the station in any month to view the PDF and act on it. Rejected reports go back to the station officer for re-upload, with the reason shown.
  • Improved Consumption Reports The district's consolidated compiled report now waits for its stations: it can only be filed once every card report is approved AND every station's own compiled report has been approved by the district. The page lists exactly which stations are still missing or awaiting review.

Fleet Card Management

  • Improved Admin Dashboard & Monthly Compilation Review CG-4 now works at district level: the Unit Compliance Matrix rolls every station's cards up into its district's row (the detail modal shows which station each card belongs to), and the compiled-report review queues only list district-level submissions — station compilations are the district's responsibility and no longer appear.

Fleet Cards — district views grouped by station

Districts and other parent units no longer see every descendant fleet card flattened into one long list. Consumption Reports now shows one summary row per station — compliance, submission progress, and compiled-report status at a glance — expandable to the full card breakdown, and the Inventory page gains a "By Unit" view with per-station counts. Leaf stations see no change.

  • Improved Consumption Reports When your unit has child units, each month now groups cards by station: every station gets a summary row with its submission progress, approved-only compliance percentage (the same formula as the dashboards), pending/rejected counts, and its own compiled monthly report status. Expand a row to see and act on that station's cards — submit, send custodian links, or mark N/A — exactly as before. Your own unit's row starts expanded.
  • Improved Fleet Card Inventory A new "By Unit" layout (default for districts) shows one collapsible panel per station with card counts and combined credit limit, instead of one table with every descendant card. Expand a station to inspect its cards, switch to "All Cards" for the flat table, or just search — search always spans all your units.

Fleet Cards — required receipts & smarter custodian links

Consumption report transactions now require the official receipt (OR) in both the Logistics Console form and the custodian submission link. Custodian links became one-per-card-per-month: generating again returns the same link instead of a competing one, links can be extended without changing the URL, and outstanding links are managed (copy / extend / revoke) right on the Consumption Reports page.

  • Improved Consumption Reports The receipt (OR) is now a required field for every transaction — in the table editor, the add/edit dialog, and the custodian submission form. The server also rejects submissions with missing receipts, so no report can enter the system without its supporting receipts.
  • Improved Custodian Links Generating a custodian link is now idempotent: if an active link already exists for that fleet card and month, the same link is returned (and extended if it would expire sooner than requested) instead of creating a second competing link. Revoking a link now revokes every active link for that card and period, so a revoked link really stops working.
  • New Consumption Reports Outstanding custodian links are now visible directly on the Consumption Reports page: each not-yet-submitted card shows whether a link was sent and when it expires, with one-click Copy, Extend (+7 days, same URL), and Revoke actions. The month header shows how many links are active.

Public Link

  • Improved Custodian Submission Opening a link for a period whose report already exists (entered by the officer, submitted through another link, or marked N/A) now immediately shows the report on file instead of letting the custodian fill in the whole form only to be refused at the end. N/A-exempted cards get a clear "No Report Needed" message.

Gas Slips — monthly report submission flow

A monthly compile-and-certify workflow for DA gas slips, mirroring Fleet Cards and Mobility. Logistics officers download an auto-filled Excel report of the month’s issued and consumed gas slips (with official PCG letterhead and signatory blocks), have it signed, and upload the compiled PDF. CG-4 reviews and approves or rejects each unit’s submission.

Gas Slips — Capture Consumption (with residual recycling)

The DA gas-slip lifecycle is now complete: after a slip is released and used at the pump, the logistics officer scans the receiving copy and records the consumed quantity, residual, and plate number. Any residual goes straight back to the delivery advice’s balance for re-minting. Printed slips now carry a hand-written Plate No. line instead of the bulk plant.

  • New Gas Slips (DA) New “Capture Consumption” button on the Gas Slips page. Scan the receiving copy of a released slip (or type its control number), then enter the consumed quantity, residual, and plate number as hand-written by the fuel personnel. The slip is marked Consumed, and any residual quantity is automatically returned (“recycled”) to the delivery advice’s remaining balance so it can be minted again. Consumed slips show a blue badge on the list and in the DA usage breakdown, and can no longer be scanned for release.
  • Improved Gas Slips (DA) The printed slip’s Bulk Plant line was replaced with a blank “Plate No.” line for the releaser to fill in by hand at the pump.

Coast Guard Stations · DA gas-slip usage, categories & release fix

Coast Guard Stations are now selectable units across the system. The Delivery Advices module gains a Gas Slip Usage column for DA administrators, DA-minted gas slips now carry the same gas category as the main gas slips system (derived from the DA product), and a permissions gap that blocked logistics officers from releasing DA-minted slips is fixed.

CG-4 Integrated Systems

  • New PCG Units Added Coast Guard Stations as selectable units. Users, mobility assets, and fleet cards can now be assigned directly to a station, and district logistics officers automatically see all stations under their responsibility.
  • Improved Logistics Console Sturdier unit-scoping under the hood: mobility pages no longer error for accounts without a recognized unit, and unit hierarchies are protected against configuration mistakes.

  • New Delivery Advices New “Gas Slip Usage” column on the View Delivery Advices table. Gas-slip-enabled DAs show how much of the quantity has been minted into slips (with a progress bar); clicking it opens a breakdown of every slip — control number, quantity, Released / Not Released / Expired status, printed date, and expiry — so you can see exactly how each DA is being consumed.
  • Improved Releases The Releases table now shows the Remarks from the released slips, and “Search by Keyword” gained a date range: results come back newest-first within your chosen dates instead of in arbitrary order. The Released Slips page search was improved the same way.

  • Fixed Gas Slips (DA) Releasing DA-minted gas slips now works — a permissions gap silently blocked every release for logistics officers. Release errors now explain what went wrong instead of a generic message, expired slips are rejected at scan time, and the printed slip shows its real expiration date.
  • Improved Gas Slips (DA) Gas slips minted from a delivery advice now carry the same gas category (GAS / UNLEADED / DIESEL) as the main gas slips system, derived automatically from the DA’s product — never hand-picked. Minting is blocked with a clear message when the DA’s product can’t be mapped to a fuel category, and the category is shown when creating slips, on the Gas Slips list, on printouts, and in the DA usage breakdown.
  • Improved Gas Slips (DA) Scan & Release is simpler: one set of release details for the whole batch — End User (applies to every scanned slip automatically), Purpose, and an optional Plate Number — replacing the per-slip “Apply All” mechanics. Release details are now also saved on each slip. Printed slips additionally show the DA number and the bulk plant.

Mobility Inventory Reports — monthly compile-and-certify workflow

A new monthly inventory reporting workflow for mobility, mirroring Fleet Cards. From the Mobility Console, a logistics officer downloads an auto-filled Excel template of their unit’s current vehicles, has it signed, and uploads the compiled PDF. CG-4 reviews and approves or rejects each unit’s submission.

Search results on the Document Tracking dashboard can now be sorted by any column; the Archive Requests page gets a Filter by Division control and one-click batch approval; and deleting a vehicle profile is now restricted to the mobility admin.

  • Fixed Dashboard On the Document Tracking dashboard, clicking a column header (Routing #, Current Division, Status, Created/Updated) now re-sorts the search results too. A fresh search still shows the most relevant matches (routing-number matches) at the top until you click a header.
  • Improved Archive Requests Added a “Filter by Division” control to the Archive Requests page, and Operations can now select multiple pending requests and approve them all in one action instead of one at a time.

Mobility and Disposal System

  • Fixed Vehicle Profile Deleting a whole vehicle profile is now limited to the mobility admin (Mobility Data Agent). Unit encoders reassign a vehicle using Transfer Asset instead of deleting the profile.

Fleet Cards — batch-send custodian links

Logistics Officers can now send fleet card custodian links for a whole month in one step. The Consumption Reports view pre-selects every card still missing a report, lets you deselect any, then generates the links and downloads them as an Excel sheet to hand out.

It lists that month’s cards that still need a report — all pre-selected, with select/deselect-all and a link-expiry setting — then creates a one-time submission link per card and downloads a styled Excel file with each card’s custodian, a clickable link, and its expiry. Cards that can’t get a link (e.g. one was already submitted) stay in the sheet with the reason instead of being dropped.

Fleet Cards bulk tools + CPMS categorized access

Fleet Cards can now be created in bulk from an Excel template and transferred between units in one action. In CPMS, contracts now carry a Goods/Infrastructure category, and an IT Administrator can grant each user the categories they are allowed to view.

  • New Fleet Cards Batch-create fleet cards from a spreadsheet: download the Excel template, fill in the cards, and upload it. A preview shows exactly which rows will be created, validates each row, and skips any card number that already exists so nothing is overwritten.
  • New Fleet Cards Bulk actions on selected cards: tick the cards in the inventory table, then either reassign them all to another PCG Unit with “Transfer to Unit” or remove them with “Delete Selected”.

Contracts and Projects Management System

  • New Contracts Contracts now have a Goods/Infrastructure category, shown as a column and set on the contract form. A new Users tab (IT Administrator only) grants each user the categories they may view — users see only contracts in their allowed categories, while CPMS Admins continue to see everything.

Document Tracking — revamped default dashboard

The Document Tracking dashboard opens to a new find-first view: choose a date range, then filter and sort instantly by division, status, and incoming/outgoing — with routing-number and keyword search across all dates. The classic tabbed dashboard is one click away as “Legacy view”.

Gas slips — create several at once

When minting gas slips from a delivery advice, you can now create several slips in one step instead of one at a time.

It shows the running total and the resulting balance, and the whole batch draws down the delivery-advice balance atomically (still capped at the remaining balance).

Gas slips — on-demand minting against delivery-advice balances

Gas slips are no longer pre-created in bulk for each delivery advice. A Delivery Advice Agent/Authorizer now marks which delivery advices are eligible, and Logistics Officers mint gas slips on demand against each eligible DA’s remaining balance.

Document Routing — sort the dashboard by date or control number

The Document Routing dashboard can now be sorted by received date or by control / routing number, ascending or descending, on every dashboard tab — and it sorts across all matching documents, not just the ones already loaded on screen.

Document Routing — unique sequential control numbers

Routing/control numbers for newly received documents are now assigned sequentially per document type each day, so every document gets a unique number. The previous suffix was random and could occasionally repeat; existing documents keep their current numbers.

Document Routing — find documents by routing number, updated journal signatories, archive export access

You can now find a document on the Document Routing dashboard by its routing slip number — type the start of the number or just its last few digits and the match appears instantly, even for archived or older documents. The In/Out Summary (journal) export uses the updated signatory format, and Document Routing personnel can now open and export the Archive Requests list (approving requests stays with Operations).

Fleet Card monthly compliance % + new PCG unit

The Fleet Cards admin dashboard now shows a monthly compliance percentage per unit, counting only approved consumption reports — so you can answer "how is the unit doing for this month" at a glance. A new PCG unit, OPAMPA, was also added to the unit list.

  • Improved Compliance Dashboards The monthly compliance matrix — on both the admin Fleet Cards dashboard and the Logistics Console fleet-cards dashboard — now shows a compliance percentage for each unit each month alongside the count (e.g. 19/19 · 100%). Compliance counts only reports that have been approved — a report that is submitted but still pending or rejected does not yet count — and cards that are exempted for the month are excluded from the total.

Each vehicle carries its annual PMS work-item plan from the official PMS 2026 program (₱14.2M fleet-wide), editable in-system; scheduling, completing, approving, and planning are guided flows with inline validation; completions draw down the plan and produce printable reports. The main navigation now groups the consoles in a "Consoles" dropdown.

Double-booking a date is blocked inline with a link to the existing entry. Recording a completion is a 3-step wizard — work & remarks, parts consumed from the plan (with remaining-allocation guardrails, snapshotted on the service record), then the signed document & review — and follow-up recommendations can be turned into a repair in one click.
  • New Annual PMS Plans Every mobility asset can carry an annual PMS plan — the budgeted work items for the year (particular, unit, quantity, unit cost) from the PMS 2026 program. The plan is a tab inside the workspace with per-row editing, live consumed/remaining per item, budget totals, year chips, copy-from-previous-year, and guardrails when lowering an allocation below what has already been consumed. Seeded plans show their spreadsheet source for traceability.
  • New Logistics Console Logistics uses the same workspace: full read-only visibility of each vehicle’s maintenance, with the repair-request lifecycle built in — the OR/CR + GSIS insurance requirement shown as an inline checklist with uploaders, requests submitted from a single dialog for admin/motorpool approval, withdraw while pending, and revise-and-resubmit (with the rejection reason shown) after a rejection. Fix — Uploaded Files No Longer Lost When a Report Is Deleted

Fixed a storage bug where deleting one monthly compiled report could remove a PDF that other reports were sharing, making previously-uploaded files unviewable (a "Permission denied" / 403 when opened). File deletes are now reference-counted so a shared file is only removed once nothing points to it, and re-uploading a file now automatically restores it if it had gone missing. Affected reports just need to be re-uploaded.

Gas Slips — Turbo Diesel Variant

Diesel gas slips — and direct-refuel vehicles — can now be marked as Turbo Diesel, a premium diesel variant. Tick the new "Turbo Diesel" box when creating slips (on the Diesel row) or when registering a direct-refuel vehicle, and they read "Turbo Diesel" on the printed slip, at the counter, and everywhere a slip’s fuel category is shown. It still counts as diesel for allocations, releases, reports, and control numbers — only the label changes.

Flagged vehicles read "Turbo Diesel" in the vehicle list and the Excel export, and the flag follows the vehicle through the counter: the refuel transaction, the gas slip generated when the refuel is finalized, and the transaction history all display Turbo Diesel.
  • Improved Counter The gas slips counter now labels Turbo Diesel correctly across both slip and refuel transactions — a slip transaction shows Turbo Diesel when every scanned slip is turbo, and finalized history reflects the variant. Vessels — Live AIS Map Overhaul

The Vessels page has been rebuilt around a live MarineTraffic map. Vessels that broadcast AIS (those with a registered MMSI) are now tracked in real time — click a ship in the fleet list to follow it on the map. A new searchable fleet directory lets you filter by hull number or ship name, switch between compact and detailed views, and add or edit vessels in place, and the page now adapts to phones and tablets. Vessels also store their MMSI and official ship name. Separately, the vessel template Upload was fixed so it merges your changes instead of replacing records — it can no longer wipe ship names or MMSIs.

  • New Live Map The Vessels page now shows a live MarineTraffic map. Vessels with a registered nine-digit MMSI are tracked in real time, and selecting a ship in the fleet list zooms the map to its current AIS position. Vessels without an MMSI fall back to their last recorded coordinates with a note that the position is estimated.
  • New Fleet Directory A fleet directory beside the map lets you search vessels by hull number or ship name and switch between a compact list and detailed cards (your choice is remembered). On a computer the panel can be resized; on phones and tablets a Map / Fleet toggle gives each its own full screen. Vessels can be added and edited directly from the directory.
  • New Vessel Records Vessel records now hold a nine-digit MMSI and the official ship name alongside the hull number (for example, hull MRRV-9702 shows as BRP MELCHORA AQUINO). The MMSI is what enables live tracking on the map.
  • Improved Layout The full vessel table now appears below the Status Recap on the same page, and the whole Vessels page is responsive on phones and tablets.
  • Fixed Template Import Uploading a vessel template no longer erases data. It now updates each existing vessel in place and only changes the columns included in your file, so ship names, MMSI and other details are preserved instead of being overwritten. The downloadable template also now includes a Ship Name column.

Mobility Dashboard Asset Count Fix

Fixes the Mobility Assets Dashboard totals not adding up. Vehicles added through the "Create New Asset" page and the Logistics Console saved their Serviceability status in a different text format than the dashboard recognized, so they were included in "Total Assets" but left out of the Serviceable / For Repair / For Disposal breakdown — making the numbers not tally. Every page now uses one consistent set of Serviceability values, so the counts reconcile, and the "All Unserviceable" list and status colors display correctly again.

Assets belonging to units with a blank Area (such as Flag Office, Central Staff and Tenant units) can now be saved again — the Area is filled in automatically from the unit instead of blocking the save. Creating or editing a vehicle now also checks for duplicates, so the same Plate, CS, Chassis or Engine Number can no longer be entered twice.

Fleet Cards Table-Edit Mode for Bulk Activity Entry

Logistics officers entering 50+ transactions in a single consumption report can now enable a spreadsheet-style "Table edit mode" that replaces the per-activity modal with inline-editable rows. Empty rows auto-extend as you type, validation runs only on submit, and per-row receipt upload uses a compact paperclip control. The Report Period banner has also been tightened into a single row when locked.

Mobility assets now have a dedicated Transfer flow with mandatory justification and a full actor audit trail, replacing the previous "edit-and-save" mechanic. PCG Unit, Area, and Location are locked behind this flow on existing assets. Fleet Cards consumption report form now locks the reporting period when launched from a specific month/year context, preventing accidental misfiling.
